CHECC Constitution Ammendments

The Council have decided to update the CHECC Constitution as it did not truly reflect the way CHECC was/is being run.

Before the new constitution can be implemented it must be voted upon by the member clubs.
-In the absence of an EGM an email discussion list vote will be carried out.
-Every club has one vote with a majority securing the vote.
-Any member club may request a quorate e-mail vote instead of a normal email vote. The quorum for a quorate e-mail vote will be fifty percent and clubs that do not respond will not be recorded as abstaining and cannot count towards the quorum.
-There will be a one-week response time before motions suggested by email
discussion are passed or rejected by voting.

Rather than vote on every single amendment, the vote is to accept or reject the entire constitution. If the constitution is rejected please state what should be changed to make it acceptable. The email list is a discussion list so feel free to voice an opinion or ask a question as an individual or as a club, but only clubs can vote. This topic can also be used for discussion but the vote must be done on the mailing list. Amendments
Many things that have been changed are cosmetic 'university club' to 'higher education club' for instance.

There are also some substantial changes the main one being is changing the way the Council operates, in the old constitution each member club had as many delegates as it wanted on the council casting votes with 30% of clubs required to be there to get anything done. As the council mainly organises training and the CHECC seminar, getting about 30 people from all over the UK (and Ireland) to vote on trivial things such as what food to buy is a waste of time. That aside the Council mainly discusses things over email.

To see the changes the new constitution has additions in green and deletions in red. Section seven of the current constitution has been completely re-written as section 13 in the proposed one so the colour codes break down here so it is probably best to compare directly.
