Wet camera - need more help please

Many thanks to those who've got me this far already ...

I've got this far: When I plug camera into charger, it shows the usual message "do not remove USB cable", then moves to the charging symbol - now showing the "fully charged" symbol. After a few seconds this disappears.

However, camera won't switch on, ie when I press the power switch, lens doesn't move out.

So is there anything else I can do? Or are the electronics irretrievably trashed? In which case, any recommendations for a replacement? - requirements in order of priority 1) <?150  2) macro focus 3cm (or closer) 3) damp-proof

What battery is it? can you remove it?  do you have a voltmeter you can measure the voltage? might be registering a damaged cell and refusing to charge.  You may be able to jump start it a little if you can attach the cell to a dumb charger for a few minutes to get it over the lower threshold and then use a smart charger to charge a little more safely.  If it's LiIon then be careful charging it with a different charger to the manufacturers recommendation.
Is there a factory reset you can do?  not the same but when you let my tablet run to 0% you need to reboot by holding down the power and volume up button for a while.

Still water in camera then, which you may or may not be able to extract (Hard to tell when silica is saturated.)
