If one chooses to bulk delete spam e mails after being advised that an e mail that might actually not be spam, is your personal choice. Likewise after receiving the e mail you choose not to vote, it is again your choice. However if you don't vote you will have to accept the outcome.
BCA have had issues with there IT over the last couple of years, and It competent people are working hard to sort it out.
The new membership system when launched came with some issues, and as each one has been highlighted it has been sorted.
Hopefully next year the e mails will not go to spam. And if it arrives in your in box you still have the freedom to ignore/delete or open and vote.
