Drove through earlier this week and a compound has been set up in the car park below the (closed) Star Inn, and various drilling/corring equipment can be seen in and around the area.

Local rumour is that they are coring the waste tips for possible reclamation of any lead ore remaining.

I would think it's more to do with pollution emanating from the tips into the River Twymyn, which ends up in the Dovey.

Supposing pollution was the concern... what would coring tips achieve beyond confirming lead levels in the tips -- I mean what would they do about it? (common procedure is 🙈🙉🙊 )

It's very hard to fix a problem if you can't quantify the problem. Installing groundwater monitoring wells across a site and monitoring over a period of time, it is possible to ascertain what's leaching out into the groundwater and what direction it's moving. Once you understand the problem, it's much easier to work out what to do next. That's the limit of my expertise, so in terms of what to do next, bring in the ground remediation specialist.

Or if you want to be cynical about it, go with Wayland Smith's suggestion, as it's not going to be cheap and may not actually achieve anything.

Think you will find the Welsh Government have been proactive in dealing with ground water causing pollution - Frongoch for instance
