Lithium 18650 Battery Quality Control Issues

Garden experiment outdoors in the sun with a hacksaw. My plumbers pipe cutter didn't fit the 18650 case. So my mate's preposterous 9800mAH cell that had loose innards sliding back and forth and making noises got sawn apart instead and is now in pieces. Its label claims "Short circuit and over-current protection" and "Re/Discharging Protection", well there's none of that inside. No circuit board anywhere, just bare metal.
Only the usual spiral wound swiss roll wrapped in cellophane, with a spot weld tag at one end only going to the anode of the can, and nothing at the opposite end where it needed to connect somehow to the inside of the can (cathode). No liquid inside. The swiss roll part is just small enough diameter to explain the lateral movement and rattling of its innards, and the assumed missing spot weld tag (or equivalent) explains why it had a low voltage and supplied no current.
Horrid. Moral to this story - buy only reputable brands and expect to pay a realistic price.
