Surely that means if your outing involves less than 4 people it must include underground activity. If you want an outing with no underground activity then you must have 4 or more people.
I guess we live in a time with a population density such that although regularly getting outdoors into your local countryside is generally agreed to be good for the individual it would also be a disaster for the countryside if every individual did it...
I'd say something is a bit amiss there if the amount raised per person was only £30. The cost of the average 'experience' type parachute jump looks to be around £250-£300.
I would have thought the aim with any of these sort of things should be to raise at least more than the participation cost...
I think it's entirely natural (and probably even the desired effect?) that when a statement on responsibilities like this is put out by a governing body it causes folk to pause and think about how/if they are fulfilling their responsibilities - and following on from that natural to ask...
