Could be one of those survivalist guys. Probably thinks he (and it is almost always a he) has found a safe place for a cache.

Aha - now it makes sense. The survivalist guy stashes his candles and chickpeas* then returns with blind, octegenarian sweetheart to woo her with chickpea patty cooked over candles in their burrington hideaway. Lovely.
*turns out they were brown lentils. Shame it wasn't ganja or I'd be off to Aston Martin next week.
