Is it one of the legs for the launch tower of the DCC rocket? 

It was the Craven winch meet - for which year just re-read copies of the Record.
Perhaps it was the year that Dr Robin Westerman was surveying the floor-fill.
Could the gentleman in the tabard directly behind Kev's klatch of wires/laptop be David "Midnight" Barker?
The gentleman in the blue suit on the right is probably Nic Blundell aka Eeyore / Chinook.

Thanks Robert.  Apparently this was in 2003.  I presume the first laser scan of GG man chamber by Graham Hunter of 3D laser mapping.  The story is still in the archives.
