Highways agency

Has anybody had any experience with approaching highways agency regarding accessing there land/cave entrance on there land even though the cave runs under someone elses land who has said we can access it IF we can gain permission fr highways, i have it on good authority that highways can be.....um..... Difficult

Do you mean the Highways Agency, the Agency of the Department of Transport which looks after motorways and a few trunk roads nationally, or do you mean the highways agency of Devon county council which looks after all the rest of the main roads and all the minor roads?

Had experience of Highways department in Derbyshire C.C., it seems to be up to the person you speak to, some are 'Jobs-worth' who are no-no, others are quite accomodating, don't know owt about Devon.

Devon CC don't like holes in the ground, they are incredibly liability averse, Wheal Crowndale being a case in point.

Yes id be referring to Devon CC i have heard that they are not keen on holes, i want to approach them before poking around anywhere, any tips?
