The dots and dashes could be Morse. But it gives only Ks and Ws (or Rs and Ts if you invert them). The angles could give
GCB
GGBFG
According to a standard box cypher.
So in conclusion I have no idea

From Wikipedia: pigpen cipher- Another system, used by the Rosicrucians in the 17th century, used a single grid of nine cells, and 1 to 3 dots in each cell or "pen". So ABC would be in the top left pen, followed by DEF and GHI on the first line, then groups of JKL MNO PQR on the second, and STU VWX YZ on the third

The link explains that some of their ideas were later used by freemasons, but I suggest it's more modern than that as found in every kid's code book.

I was wondering as history says they had a guard at the mine every night protecting the silver ore they purchased. “Basically they claimed it was a silver mine but really they had nothing there “ so they could steal investment money. They purchased silver rich ore.

The steps -to a scam ??

Maybe he did it in his down time waiting around …
