They are deliberately blowing the rocks it would seem (if I read it right)! Note how they have dug around the pylon to minimize the chance of a hit!
 
I think they're deliberately blowing the rocks now to break them up and stop any more big ones coming down and doing more damage.

"The danger is not yet averted. "A rock tower has dissolved and a residual rock is still unstable, as it greatly narrows the foot and makes an unstable impression. Too are still many loose boulders present," said State Geologist David Toni Dandl."
