The rope is for his Bosun's chair, not a lifeline. Nothing to stop him from falling off it...

As a student i worked as a fitters mate at Patent shaft Steel works in Wednesbury during maintenance fortnight. The guy working on the chimney used 10 foot sections of wooden ladder which slotted into each other. He climbed up each section carrying the next one over his shoulder, slotted it in, went back down, carried another section up, slotted that in, then every so often tied the ladder to the chimney strapping. After 8 pints one lunchtime the foreman had to stop him carrying on doing this. This was in the 1970's.
