As an occasional free-diver of very short sumps, I can't work out if this is sensible or really, really stupid. What do the experts think?

since you remain inches above the ground while jugging up a rope, I wonder if they just lower you down at the rate you climb. Sounds like the jugging is an arbitrary exercise before they test your ability to use relaxation techniques to bring heart rate down again after exercise. I'd think an exercise bike or rowing machine may be better but it doesn't match their theme/brand.

No idea about cave/mine diving application but the techniques sound very useful in general.  (I was about to start doing some exercises myself, then after only my first session (O2 table) I got Covid and still not got all my puff back :(  )

I expect that you are right. The SRT will be very similar to the 100m prussik at Hidden Earth, but rather than just timing the climb, sounds like they are scoring you on the time to lower your heart rate afterwards.

The reality is, that you would rarely (if ever) need/ want to race up a rope before doing a free-dive. There is always a period of faff, getting on your neoprene hood, adjusting helmet to fit over the hood, putting on some lead etc

Still, sounds like a fun activity and a great way to get people queuing up at your stand.  (y)
