In later C19 when underground slate workings were brought under Government inspection, their proprietors sought to have them classified as quarries so as to exempt them from many aspects of legislation. H.M.Mines & Quarries Inspectorate refused to classify them as quarries. The matter went to law and the Inspectorate won its case that they were legally mines and required to observe relevant legislation.

Possibly an interesting footnote to terminology?

It's a Quarry........  albeit an underground quarry.  The extraction of stone (including slate) either above or below ground is quarrying.
