Getting Cavelink to send SMS to phones

We're trying to get Cavelink set up for the CUCC expo to work with our top camp and base camp phones.

We can send SMS text messages from the phone to be received by the surface and underground stations. However, we cannot send messages from the underground station to be received by the phone. It gets forwarded to the surface station (appearing in the outbox -> sent GSM/radio as "forwarding" to the phone number) but the message never gets any further than there. The phone doesn't receive a message.

Does anyone have any ideas on how to fix this?

Start with the obvious: what SIM card have you put in, and does it have any credit? Bear in mind that if you have put an Austrian SIM card in that sending a text to a UK number will cost credit even if you have bought an allowance of minutes.
Have you successfully sent a text using that SIM card using a phone?
Can you send a text message from the surface unit (I think you can do this)?
Is GSM turned on on the surface unit? (In the settings somewhere)
Does the underground unit know that the surface unit is the GSM unit? (in the routing options somewhere)
Are you sending to a specific mobile number, or to the 'GSM group' in which case have you set up the right numbers in that group on the surface unit?

It has an activated Austrian SIM (with credit) in it, and we are able to send SMSs from the surface unit to mobile phones, so it doesn't seem to be a SIM issue.
We actually finally received one of the messages (sent from an underground unit) this morning, around 12 hours after sending it. So it seems to work, just extremely slowly.
Any ideas on speeding this connection up?

Hmm... weird.

So:
1) underground messages to the Surface cavelink are going there immediately
2) texts from the surface Cavelink are being received immediately on the phones
3) underground messages to a mobile number are being delayed?

Are they being sent immediately to the surface unit and then sitting there? (would probably be in one of the outboxes)

I'd suggest ensuring that the underground unit knows that unit 14 (or whatever the surface unit is) is the GSM unit (which is in the routing setup), but I assume this is right or I wouldn't have thought it would work at all.

Otherwise I am probably out of suggestions...
