How about a policy that Proposals are to be presented via the medium of Interpretive Dance?

How about this?  The sprite of sensible caving gets picked on by the bad dudes and the CSCC key / flute / insert applicable meme here gets busted by the bad bureaucrats.  Meanwhile the good beaurocrats have a different opinion. Oh well, it's an interpretation  ;)

Meanwhile, while the politicians are duking it out, everyone else can go to the pub.
