I selected under the Forum 'Look and Layout' option to not see users avatars and signatures, perhaps it is something there for people who can't see the banner?

If it helps diagnose...
I can see the banner, but not any ad's, logged in, in Chrome 75.0.3770.80 in Linux Mint 19.1 cinnamon x64. It can also be seen in Firefox 67 on the same OS. uBlock Origin (used on both browsers) may be doing something different to ABP.

I'll disable my adblocker when ad's cease to be prime malware vectors, until then it stays on, no exceptions.

The home page and most others feature adverts from CAN, Inglesport, SpanSet and Starless River - these support the forum (thank you very much) so the BCA banner is 'just' on this thread (for ?0) :)

Quick reminder, UKC is run on a not for profit basis - any 'profit' (ha) is invested back into running the forum and supporting caving - should anyone think we're making millions (that would be Mark Zuckerberg!)
