If I was local would offer, but I'm Bristol based and don't get to go to Swildon's that often. It wasn't quite as bad as in the original photo. I reckon if there was a stash of bags there, and a notice to ask people to remove a bag when full & replace people would probably remove. Could also have a broom/dustpan and brush located in there maybe.
