Can anyone offer any insight in to this type of reel? e.g How common, manufacturer etc

The photo quality had to be lowered significantly to allow these to be posted.

What does the writing say and is that military green paint?

You can post photos much better by using Photobucket or something like it.

TBH not much idea, BUT I think it may say "Twin Core" and it is almost certainly ex-MoD war surplus. Telephone cable seems to be on much bigger reels for longer distances, and could work on a leaky feeder single core. The smaller reels of twin core shown make me think detonator cable for demolitions work by combat engineers?

Due to the photo quality the markings are not very clear but the date at the bottom is 1971... I've never come across one of these underground before which is one of the reason I'm asking about them...
