Can individuals who have been banned from posting still access their personal messages?

Maybe.

If they had email notification turned on then they would see the contents of the message, but they can't log into the site at all.

What is 'trolling' ?

deliberately posting "wind up", argumentative or abusive  comments.

Sometimes they are subtle windups - other times not so.

Trolls IP addresses will be banned from UKc by the admin team.
