For info, you need to apply in writing, enclosing a SAE in order that the (paper) permit can be posted back to you.

How do foreign clubs/individuals get permits then?

It may be the 21st Century where you live, but on Mendip many people are still living in the 18th Century (or earlier, in some cases).
