Anyway if anything like that happened we would have the law on our side to get it rectified, how about if we drew up petition to get the law amended? Would anyone sign?, maybe I should create a poll first?

But Alex the current permit system keeps the lanowners happy and doesn't stop us going down the caves we want to when we want regardless to wether we have a permit or not.

basically the current system is fine as i go where i want when i want, with only fountains fell and birks fell being strict on the permits as everywhere else is accessible without a permit even if they are required.
