A little question about Dolphin Pot

We did the 13 pots last night, and whilst rigging the pot
(rope tape around the boulder) I looked out on the pitch
and above and to the right there were two fixed bolts ..
eco-anchor-like ..not too easy to reach ..

I wondered how long they had been there?

Are they CSCC installed bolts? (they are not on the list of maintained bolts)

I am tempted to use them next time. Particularly as on our return the double lifeline
got twisted around the ladder to give some extra unwanted friction, and I wished
I had attached the lifeline further from the ladder)

Also .. related to our trip but not the bolts ..

If they are CSCC bolts why did they not put some bolts on dolphin chimney?
(I seem to rig the pot a different way each time I have someone new to Eastwater
and it never works out completely smoothly -- I know most Mendip cavers never rig it
but many also never lifeline the pot).
