I know personalities might have changed, but it sounds like the old agreement was acceptable to both parties... so... it doesn't really sound like there is one?

I would also suggest looking the C&A reports provided at CSCC General Meetings which can be found here - https://cscc.org.uk/wiki/documents/start

These provide a picture of the efforts that are being made and the issues that are causing the delays.

Note that the situation is complex, progress has been slow, but things are moving and probably most important that various people (Wayne especially) are putting a lot of effort into this.
