What a bizarre state of affairs. I would have thought a quango would be only too happy to recruit unpaid, uninsured workers to do their job for them. They usually are.
But seriously - this seems the polar opposite of what we have in the Peak District, which is an open, collaborative relationship, with support where possible and at least encouragement (subject to observation of regulations) where not. We've had a construction site on access land high above Speedwell Cavern for nearly three years now. I'd rather it had been less, but they're still happy for it to continue, as the long-term benefits vastly outweigh the short-term hassle - as long as Joe Public doesn't fall down the shaft before we finish. Last week, on this other project, they dropped off all the equipment we needed, including a cement mixer and an IBC of water, and all the materials and ingredients have been provided, through the appropriate channels.
But surely the regulatory authority anywhere is tasked with documenting, as well as protecting all aspects of the SSSI, which includes underground? And if they can't do it, then they have to recruit people who can. Sounds like they're not fulfilling their taxpayer-funded remit to me. And wasting police time seems an even more dubious practise. Unless they have time to waste, of course.
