Sheffield's canal basin and both the canal and the river run directly past the main incinerator plant (all in the area discussed above), and the incinerator already feeds heat to homes and public buildings in the city. It would seem a no-brainer to get a heat pump installed in each water body and feed it in. I'm probably massively over-simplifying the installation, but it's feasible at least. Most canals go to a city at some point.
