Look, unrestricted, CRoW is good....
 
Although flying may be considered to be a predominantly outdoor activity, it appears to me to fall outside of the scope of definition of 'on foot'. Furthermore, it appears that the Association of Regional Council of Crows has recently decried that they do not want the meaning of 'on foot' to be put to the test in a court of law. Crows will continue to make individual local agreements in the time honoured fashion.
