ARSIP and getting a reply of some sort

Anyone got any advice on how to get a response from ArSIP for a permit to do the PSM, being emailing them since last October, and heard nothing, been advised to apply in French which i have done in January and still no response, are they just disorganised, ignorant or what?, if they just replied to say we have received your application or something that would help but this is ridiculous
