If a landowner damaged a cave then they would be in breach of the law.

Would they? If the cave formed part or all of a SSSI they would, but if not - what law covers the situation?

The whole of Leck Fell is SSSI.

And interestingly the Countryside and Rights of Way (CRoW) act 2000, Schedule 9, amends SSSI provisions of the Wildlife and Countryside Act 1981, including provisions to change SSSIs and providing increased powers for their protection and management.
