Pigeon event to be bird free

The ridiculous thing is that the Blackpool Winter Gardens are just inside a 10km surveillance zone (on the north side of Adelaide St.)

But the Solaris Centre (between the end of Harrowside and the beach) is just outside, so the the birds can be kept there.
