I suspect that that 'rule' only applies when the sound conveyed is the 'ee' sound – as in niece (although there are exceptions, such as seize).

And receipt, receive, caffeine, leisure, seize, and weird. All of them sound like 'ee', but they’re all spelled EI. The same goes for names like Neil and Keith. Loads more examples as well.
